ECONOMIC AND SOCIAL DEVELOPMENT OF ANDEAN PEOPLES IN PERU NOT A MYTH

Thanks to sustained economic growth and development that is taking place in Peru for about a decade, the Andean peoples are now better connected by roads,  cell phone, electricity, cable TV, among other means that make life more comfortable; but what's really missing is the industrialization of agribusiness and livestock resources to generate jobs. According Trivelli Carolina, Minister Development  and Social Inclusion (MIDIS) reported that 4.78 million Peruvians live in areas of the country where the poverty rate is 80% and extreme poverty reaches 30%. The latter population group is called inclusion process (Gestion Journal, June 28, 2013).
There are several programs designed by the state welfarism to meet the needs of populations in process of inclusion, such as Cradle more,  program together, board 65, scholarship 18, Qali Warma, PRONAA among others, but despite efforts, the problem persists simply because they do not fix the problem that is to fight poverty.As an anecdote I can mention that when I was in the town of Huanca Sancos, Ayacucho department, which houses the National Bank called, I observed that arrived from all annexes, program beneficiaries people together, made long queue to collect the money that the state gives, great was my surprise, to observe around the Bank had settled merchants of shoes, clothes, phones, devices that silver hand people approached to buy shoes, clothes and cell ie , did not invest in foods that was the purpose of the program. But this behavior is justified because the poor when you have a little money, you also want to live your life, you want to spend on pleasure to buy phones, televisions, etc.. For these programs to succeed welfarism is urgent to make a villager Awareness to optimize their costs.The Andean peoples subsistence living, planting their crops as corn, potatoes, barley, wheat, Amaranth, goose mashua. olluco, bean, arverja. If the harvest was good will feed all year, otherwise if the harvest is spoiled by lack of rain or frost as sometimes occurs, will be in food supply problems throughout the year.In the town of Sacsamarca, which is an area livestock rearing is extensive and natural grazing despite the inhospitable climate and cold, some are natural pastures to 4000 msnm, beef cattle are released to their own devices, take puquiales and water from the river. I tell them that my father bought a visionary man stallion dual purpose milk and meat was a bull which he called "Johnny" will cost two thousand dollars newborn and raised in Huamanga until a certain age and then taken my stay Huancacancha, once installed "Johnny" razed to all cows in the village of Sacsamarca making genetic improvement, and making them good producers of milk.From my experience as a professional and knowledgeable of these Andean people propose as an alternative to give permanent solution to poverty, first, to an awareness program aimed primarily at young people to induce them to productive work (microenterprise generation) using ICT tools 's as they be digital natives are more likely to change than adults, second, install microenterprises family , parents acting as guarantors for loans from municipal banks, because otherwise these young people are not subject to credit because they have no job or business, are not taxed at the tax system and therefore do not have as crediting income.As an example, in the town of Sacsamarca could install the following micro  businesses family: Dairies (milk packaging, yogurt, butter, cheese, caramel, custard) ;Installation of cold storage meat products such as burgers, sausages ; Industrialization of lichens that have anticarcinogenic activity; packaging of mineral water coming out of the puquiales; packaging maca, muña (Minthostachys mollis); industrialization of tuna (jams, nectar, candies, cakes, breads, yogurt, etc.); installation of cattle farms beef, vicuna, alpacas, guinea pigs; fruit Industrialization. Also, installation of trout farms in the town of Huancacancha. Otra smokeless industry and tourism for the hot springs of Pachapupu (extinct volcano). And to make sustainable microenterprises should install a Technological Institute to train young people committed to the development of its people. They could even build up solar houses and schools.In conclusion, combat hunger, malnutrition and extreme poverty is not only give food or give money, but we must encourage the generation of productive jobs, where the awareness and training of young people from the state is a key issue for once and for all, the economic and social development of Andean peoples in Peru, no longer a myth.
