DÉVELOPPEMENT ÉCONOMIQUE ET SOCIAL DES PEUPLES ANDINOS AU PÉROU PAS UN MYTHE

ECONOMIC AND SOCIAL DEVELOPMENT OF ANDEAN PEOPLES IN PERU NOT A MYTH

Thanks to sustained economic growth and development that is taking place in Peru for about a decade, the Andean peoples are now better connected by roads,  cell phone, electricity, cable TV, among other means that make life more comfortable; but what's really missing is the industrialization of agribusiness and livestock resources to generate jobs. According Trivelli Carolina, Minister Development  and Social Inclusion (MIDIS) reported that 4.78 million Peruvians live in areas of the country where the poverty rate is 80% and extreme poverty reaches 30%. The latter population group is called inclusion process (Gestion Journal, June 28, 2013).
There are several programs designed by the state welfarism to meet the needs of populations in process of inclusion, such as Cradle more,  program together, board 65, scholarship 18, Qali Warma, PRONAA among others, but despite efforts, the problem persists simply because they do not fix the problem that is to fight poverty. As an anecdote I can mention that when I was in the town of Huanca Sancos, Ayacucho department, which houses the National Bank called, I observed that arrived from all annexes, program beneficiaries people together, made long queue to collect the money that the state gives, great was my surprise, to observe around the Bank had settled merchants of shoes, clothes, phones, devices that silver hand people approached to buy shoes, clothes and cell ie , did not invest in foods that was the purpose of the program. But this behavior is justified because the poor when you have a little money, you also want to live your life, you want to spend on pleasure to buy phones, televisions, etc.. For these programs to succeed welfarism is urgent to make a villager Awareness to optimize their costs. The Andean peoples subsistence living, planting their crops as corn, potatoes, barley, wheat, Amaranth, goose mashua. olluco, bean, arverja. If the harvest was good will feed all year, otherwise if the harvest is spoiled by lack of rain or frost as sometimes occurs, will be in food supply problems throughout the year.In the town of Sacsamarca, which is an area livestock rearing is extensive and natural grazing despite the inhospitable climate and cold, some are natural pastures to 4000 msnm, beef cattle are released to their own devices, take puquiales and water from the river. I tell them that my father bought a visionary man stallion dual purpose milk and meat was a bull which he called "Johnny" will cost two thousand dollars newborn and raised in Huamanga until a certain age and then taken my stay Huancacancha, once installed "Johnny" razed to all cows in the village of Sacsamarca making genetic improvement, and making them good producers of milk. From my experience as a professional and knowledgeable of these Andean people propose as an alternative to give permanent solution to poverty, first, to an awareness program aimed primarily at young people to induce them to productive work (microenterprise generation) using ICT tools 's as they be digital natives are more likely to change than adults, second, install microenterprises family , parents acting as guarantors for loans from municipal banks, because otherwise these young people are not subject to credit because they have no job or business, are not taxed at the tax system and therefore do not have as crediting income. As an example, in the town of Sacsamarca could install the following micro  businesses family: Dairies (milk packaging, yogurt, butter, cheese, caramel, custard) ;Installation of cold storage meat products such as burgers, sausages ; Industrialization of lichens that have anticarcinogenic activity; packaging of mineral water coming out of the puquiales; packaging maca, muña (Minthostachys mollis); industrialization of tuna (jams, nectar, candies, cakes, breads, yogurt, etc.); installation of cattle farms beef, vicuna, alpacas, guinea pigs; fruit Industrialization. Also, installation of trout farms in the town of Huancacancha. Otra smokeless industry and tourism for the hot springs of Pachapupu (extinct volcano). And to make sustainable microenterprises should install a Technological Institute to train young people committed to the development of its people. They could even build up solar houses and schools. In conclusion, combat hunger, malnutrition and extreme poverty is not only give food or give money, but we must encourage the generation of productive jobs, where the awareness and training of young people from the state is a key issue for once and for all, the economic and social development of Andean peoples in Peru, no longer a myth.

SACSAMARCA AWAKENING TO DEVELOPMENT

Sacsamarca is a high Andean village (3,500 msnm) belonging to the province of Huanca Sancos, Ayacucho department. It is a village where the entire population suffered the ravages of terrorism and extreme poverty. As I can narrow personal experience that I have assets that my father left me, and for that reason I had to travel to this town on several occasions. Observed for example, that forty years ago the people passed by dangerous paths to get the cattle, sheep, alpacas, and to move from one place to another had to be on foot or on horseback, were expensive foodstuffs, for example, bread was bought to last up to one week. Schools were distant from people. And there was no police protection. Then on another trip I made for the years 1990, and they had colocadon water services, drainage, electricity and public telephone. By the year 2009 make another trip, and what a surprise, no longer finds phone, but the villagers managed to 2-3 cell had affordable satellite cable to the population, the school was more modern, a modern hospital was built, had made the asphalt runways including traffic flow had increased. Before the trip to Sacsamarca Huamanga was 9 hours today are four hours. This facilitated the removal of the products produced by these people also will raise the socioeconomic status of the population. There is a group of people where socioeconomic status is higher than the rest of the population, for example they bought the house in town center, also bought in Huamanga and Lima. The people of these villages are very noble; story as an anecdote I once staying in the home of Pastor and as I had done the erranza on the heights of Huancacancha she walked me home and left tied up with string and told him not leave him so, that would put a padlock thieves told me that they are outsiders were not.As a personal experience note that they are very reluctant to have any outsider can install or buy land only can do the sacsamarquinos. One suggestion is to train young people in business leadership, help them place their family businesses and so these youth are not migrating to other people, and if they do it would be for training and personal development. Likewise, San Cristobal  de Huamanga University,  should play a greater role, providing scholarships to these young people should even put a branch in these villages. In conclusion to this town wakes to development requires entrepreneurial leadership of young people to promote the transformation of higher value-added products, which has been present through a police station, installation of a land bank, mutual , union, so they can have access to credit and so to install factories; also need the active partnership of the   San Cristobal de Huamanga University , active sharing of its population, change in attitude of the people against the development, and allow to bring foreign capital and technology. The growth and development is in the hands of its own people, it is only necessary to take action

INDUSTRIALIZATION OF THE TUNA (Opuntia ficus indica)

The Opuntia ficus indica "tuna" is a xerophytic plant that grows in the Andes Mountains, thanks to the efforts of Peruvian researchers achieved this plant acclimate to the climate of the Peruvian coast. It should be noted that this plant also grows in different parts of the world such as Mexico, Chile and Italy. So, studies of this resource in our country and worldwide.
.
In 2000, following that takes place on the Guinness Record World's Largest Chifa, which was held in the city of Ayacucho Huamanga (Now Region Ayacucho) were prepared various dishes based on the stem of the tuna , and it was my company that developed several products based on the prickly pear fruit "tuna"were by different people, including many from abroad, receiving an award for this contribution and recognition of the Municipality of Huamanga.

I've been watching the tuna that do not give much importance to its industrialization and yet it is a very important resource that could generate employment for many people. The technology and experience exists. With my staff I managed to develop some 50 products based on the stem and fruit tuna ranging from the use of prickly pear fruit, the leaf and even the waste generated in their industrialization

The nutritional value and physiological providing fruit and stem tuna are valuable to humans because it prevents many diseases such as diabetes mellitus, Alzheimer's, cardiovascular disease, Parkinson's, obesity, and other diseases

Now that the state gave them electricity, water, telephone, internet and other facilities Andean peoples, villagers could apply for credit bank organized with the support of their respective municipalities for industrialization projects viable resource. As an example, in the district of Sacsamarca which is a town located at 3500 msnm is a livestock area and limited arable land is used for wheat, corn, quinoa, potatoes, amaranth, barley, goose mashua for consumption. However, the tuna grows wild without cultivation.
This resource provides many possibilities for industrialization such as jams, yogurt, jellies, mashmelos, ice cream, nectar, sports drinks, cookies, snacks, cakes, panettone, breads, liqueurs, candies, jellies, tuna meal, silage and other products

Another example is the district of Canaria, where the population is considered poor, despite having cell phone services, television. Cable, villagers remain planting potatoes, corn, cereals and fruit trees such as apple, peach for auto consumption, after these activities have no more work. Young people once they finish high school are employed in the mines of Catalina Huanca, because in place where they live there are no jobs and therefore Canaria Municipality tries to convince people to make fruit orchards in order to sell the fruits. Many young people come to the capital looking for work, when the ideal would be to stay in villages as they have home and food, while in the capital have to rent rooms and have to work on what they find.

There is money coming from decentralization to regional governments, which is distributed to remote districts, which is why that could be placed intermediate technology industries even in the remote villages of the country, therefore it is recommended that the required population the installation of factories to increase the employability of the population. The rest is raised and the answer too. ¡To work!.
